I.) Introduction and Background

Plan International and Help Code are jointly implementing a two-year ECHO-funded Education in Emergency (EiE) and Child Protection project in Cabo Delgado.

Within the framework of the Child Protection Risk Reduction Strategy and mainstreaming GBV prevention and response in implementation districts, four GBV safety audits were conducted after six months of physical implementation of child protection case management and mental health and psychosocial support (MHPSS) activities.

Safety audits aim to identify and address the risks of GBV, particularly as it pertains to girls, in the communities where the project is operational. This particular report concerns the Nangade district of Cabo Delgado, focusing on the communities of Ntumba and Ntoli.

Help Code is providing support to the consortium by conducting specific case management and MHPSS group and individual activities (levels 2 and 3) in selected communities with children and their families. Nangade district saw large population movements in 2023 leading to the establishment of various IDP camps.

Schools are under considerable strain, especially in the Ntoli community, which hosts children from both the host community and IDP camps.

The area faces difficulties receiving humanitarian aid due to the physical presence of activists who usually operate from Mueda and are not based in the area. The Consortium Programme is currently working on the construction of a Temporary Learning Space (TLS) at the primary school to facilitate the enrolment process for children in Nangade.
