I.) Introduction and Background

Plan International and HelpCode are implementing a two-year ECHO-funded Education in Emergency (EiE) and Child Protection project in Cabo Delgado. As part of the Child Protection Risk Reduction Strategy framework and mainstreaming of Gender-Based Violence (GBV) prevention and response in implementation districts, four GBV safety audits were conducted following six months of physical implementation of child protection case management and mental health and psychosocial support (MHPSS) activities.

The report focuses specifically on Mueda district in Cabo Delgado province, specifically the communities of Ntandendi and Mpeme.

Helpcode supports the consortium by implementing specific case management and MHPSS group and individual activities (levels 2 and 3) in the specific communities where children and their families are located.

Mueda district has been hosting Internally Displaced Persons (IDPs) since 2019, when the largest IDP camp was established. Some displaced families choose to integrate into the host community due to factors such as ethnic proximity, economic situation and family ties. Specifically, in two districts, Mpeme and Ntandendi, the influx of IDPs further overwhelmed already strained services, which were difficult to reach in rural areas before the conflict.

For this reason, these areas have been selected for Plan’s EiE activities, supporting local schools that serve both local residents and IDPs, with Help Code providing additional support through child protection interventions.

The safety audits aim to identify and mitigate the risks of GBV that specifically pertain to girls in the communities where the project is actually carried out.
