Delhi Energy Audit

Energy Audit in Delhi & NCR — India's Most Experienced BEE Certified Audit Team

Delhi and the National Capital Region form India’s most complex energy market — a 55,000 sq km economic zone spanning three states (Delhi, Haryana, Uttar Pradesh, Rajasthan) and six electricity distribution companies, generating over ₹60,000 crore in annual electricity billing across industrial, commercial, and institutional consumers. With the Bureau of Energy Efficiency (BEE) headquartered in Delhi and the Energy Conservation Act, 2001 enforced from its offices here, Delhi-NCR’s businesses operate under the most scrutinised energy compliance environment in the country.

Elion Technologies & Consulting Pvt. Ltd. is headquartered in Delhi. Since 2010, we have conducted over 5,000 energy audits across the Delhi-NCR region — covering every DISCOM zone, every major industry sector, and every type of building from 3,000 sq ft commercial offices to 5,000-tonne-per-day manufacturing complexes. We are the Delhi-NCR region’s highest-volume BEE-certified energy audit firm.

Delhi-NCR's Six DISCOMs — Elion Covers All

Delhi UT (Three DISCOMs)

  • BSES Rajdhani Power — South and West Delhi (Dwarka, Janakpuri, Vasant Kunj, Saket, Okhla, Naraina)
  • BSES Yamuna Power — East and Central Delhi (Shahdara, Preet Vihar, Patparganj, Connaught Place)
  • Tata Power Delhi Distribution (TPDDL) — North and North-West Delhi (Rohini, Pitampura, Wazirpur, Narela, Bawana)

NCR States

  • PVVNL (Paschim Kshetra Vidyut Vitran Nigam) — Noida, Greater Noida, Ghaziabad, Meerut, Moradabad
  • DHBVN (Dakshin Haryana Bijli Vitran Nigam) — Gurugram, Faridabad, Palwal
  • UHBVN (Uttar Haryana Bijli Vitran Nigam) — Sonipat, Panipat, Rohtak, Bahadurgarh

Each DISCOM has a distinct tariff structure — demand charge levels, power factor penalty/incentive thresholds, fuel adjustment charge mechanisms, and HT/LT category definitions that differ materially. Elion’s Delhi-NCR team is trained in all six tariff structures and conducts DISCOM-calibrated bill reviews for every client.

Delhi-NCR Energy Compliance Framework

Energy Conservation Act, 2001 — BEE’s Home Jurisdiction The Bureau of Energy Efficiency (BEE), headquartered at Sewa Bhawan, R.K. Puram, New Delhi, administers India’s energy conservation framework from Delhi. Delhi-NCR businesses classified as Designated Consumers (DCs) — including large manufacturers, data centres, and commercial buildings above BEE’s threshold connected load — are required to:

  • Conduct mandatory energy audits by BEE-accredited auditors annually
  • Submit audit reports to the State Designated Agency (SDEP/DUSIB for Delhi, HAREDA for Haryana, UPNEDA for UP)
  • Achieve Specific Energy Consumption (SEC) targets under the PAT scheme
  • Appoint a Certified Energy Manager (CEM) on staff

Elion’s BEE-certified auditors prepare audit reports in BEE’s mandated format, accepted by all three State Designated Agencies in the NCR.

Energy Conservation Building Code (ECBC) Commercial buildings above 100 kW connected load in Delhi-NCR must comply with ECBC norms under the respective state/UT building bylaws. Delhi’s ECBC implementation is among the most actively enforced in India — with DSIIDC (Delhi State Industrial and Infrastructure Development Corporation) mandating ECBC compliance for new commercial constructions in Delhi’s industrial estates. Elion conducts ECBC-aligned energy audits for commercial developers, corporate occupiers, and government building managers across the NCR.

Delhi’s Energy Efficiency Initiative The Delhi Government’s Energy Efficiency Initiative targets 15% reduction in city-wide electricity consumption by 2025. This includes mandatory LED retrofits in government buildings, BEE Star Rating requirements for large commercial buildings, and DPCC (Delhi Pollution Control Committee) mandates for industrial ETP energy efficiency. Elion’s audits align with all of these requirements and provide the documentation needed to demonstrate compliance.

Delhi-NCR Industry Sectors — Elion's Audit Depth

Manufacturing (Delhi UT — Okhla, Mayapuri, Wazirpur, Bawana, Narela) Delhi’s industrial estates host thousands of manufacturing units across light engineering, garment, food processing, plastics, and auto components. Elion’s manufacturing energy audit covers compressed air (typically 25%–35% of compressor output wasted through leakage in Delhi MSME units), power factor correction, motor efficiency, and LED lighting — delivering 12%–22% savings with payback under 24 months.

IT Parks and Data Centres (Noida, Gurugram) The NCR’s IT corridor — Cyber City Gurugram, DLF Cyberhub, Sectors 62/63/125/132 Noida — hosts India’s highest concentration of large commercial IT campuses outside Bengaluru and Hyderabad. Elion’s IT campus energy audit covers chilled water plant COP, data room PUE, UPS efficiency, AHU air change rate optimisation, and occupancy-controlled LED lighting — identifying 12%–20% savings.

Hospitals and Healthcare (Delhi, Gurugram, Faridabad) Delhi-NCR hosts India’s highest concentration of private multi-specialty hospitals — Fortis, Max, Medanta, Artemis, BLK, Sir Ganga Ram, Apollo, AIIMS (government). Hospital electricity cost per bed is among the highest of any building type. Elion’s hospital energy audit covers HVAC, sterilisation, laundry, kitchen, medical gas compression, and LED lighting — delivering 15%–22% savings.

Government and Institutional Buildings (Delhi UT) Delhi’s Central Government buildings — ministries, Parliament, courts, PSU headquarters, defence establishments — and Delhi Government buildings are subject to the Energy Conservation Amendment Act, 2022 mandate for energy audits above 100 kW connected load. Elion conducts ECBC-aligned audits for central and Delhi government buildings, producing compliance documentation for BEE and the respective ministry’s energy audit requirements.

Residential Complexes and RWAs Delhi-NCR’s high-rise residential societies face escalating BSES/TPDDL/PVVNL bills for common area electricity — lifts, water pumps, gardens, lighting, DG sets, and clubhouse HVAC. Elion’s RWA energy audit identifies LED lighting retrofits, pump VFD opportunities, and DG rationalisation — delivering 20%–35% reduction in common area electricity cost.
