LAKE CHARLES, La. (KPLC) – The Louisiana Public Utilities Commission (PSC) has officially opened an audit investigation into Beauregard Electric Cooperative.
The PSC presented the cooperative with a detailed list of questions covering a wide range of issues.
The PSC is seeking information about a variety of issues and activities by directors and employees of Beauregard Electric Co. The PSC wants to determine whether the cooperative's actions are causing unnecessary costs to consumers.
The cooperative will file sworn responses and documents with the PSC, which is asking, among other things, whether the BECi board has taken any action based on recommendations made in an investigation memo into the board's conduct, which was compiled by an outside law firm.
The PSC also wants to know whether the board has taken any action against the individual directors and general manager named in the report. The committee is also asking about any additional allegations about the conduct of certain directors that were submitted anonymously to the committee. It is also asking whether the committee has received any further allegations of misconduct by director Besi. If the answer is yes, the committee wants to know details, whether it has investigated and, if not, why not.
The five-page letter also requests all board meeting minutes for 2021, 2022, 2023 and 2024, as well as policies and procedures applicable to directors and employees, conflicts of interest, purchasing and procurement activities, budgeting, construction contracts and change orders.
The PSC also wants resources such as machine shops and lumber shops run by the cooperatives, as well as policies and procedures for payment for services, checking for shortfalls and disconnection.
And finally, the PSC requires a list of all employees, managers and directors, along with their salaries, benefits and perks. This information must be provided within 30 days, although Beci may seek an extension of the deadline.
The investigation is expected to take several months to conclude. A Beauregard Electric spokesman said the company would not comment during the PSC investigation.
